319th CPTS changes command Published June 23, 2011 By Airman Derek VanHorn 319th Air Base Wing Public Affairs GRAND FORKS AIR FORCE, N.D. -- The 319th Comptroller welcomed a new commander during a change-of-command ceremony here June 22. After two years as the 319th CPTS commander, Maj. Tracy Bell relinquished command to Capt. James E. Oberg, who is a major select. "In the finance management community, being selected for command is like winning the Super Bowl," said Captain Oberg. "It is what every comptroller officer lives for, hopes for and cherishes. I look forward to leading the 319th CPTS." Captain Oberg most recently attended the Air Force Institute of Technology, and prior to that served as the executive officer for the director of financial management on Wright-Patterson Air Force Base, Ohio. Major Bell will now take his abilities to Air Command and Staff College at Maxwell AFB, Ala. The ceremony's opening remarks were shared by Col. Scott Rizer, 319th Air Base Wing vice commander, who oversaw and directed the process. "Today is a special day," Colonel Rizer said. "It is special for individuals being recognized today, for their families, for the 319th CPTS, and it is special for the Air Force."
