Justice for all: The USAF Victim Witness Assistance Program

Each April since 1981, the United States has observed National Crime Victims' Rights Week. Rallies, candlelight vigils and a host of commemorative activities are held each year to promote victims' rights and to honor crime victims and those who advocate on their behalf. In 1993, the Department of Defense implemented its own victim/witness assistance program.

The United States Air Force operates the Victim Witness Assistance Program in accordance with Air Force Instruction 51-201, The Administration of Military Justice. Your Grand Forks Air Force Base VWAP liaisons are Marie Aubrey and Master Sgt. Nancy Fleo, both assigned to the legal office. The goal of the VWAP program is to ensure that crime victims and witnesses involved in cases being processed through the military justice system are protected. Specifically, each victim or witness will be assigned a liaison who will ensure the victim or witness receives physical protection if necessary, is given referrals to offices and agencies who offer specialized services for victims or witnesses, and who will also educate and inform the victim or witness on case status.

Grand Forks AFB also has an active Victim Witness Assistance Council comprised of designated commanders, first sergeants, medical personnel, family advocacy, Airman & Family Readiness staff and chaplains. The VWAC is designed to provide an interdisciplinary approach to ensuring all needs of victims or witnesses are met and that their rights are protected.
