Traffic Management Office

The Traffic Management Operations office at Grand Forks Air Force Base provides guidance to service members on personal property entitlements under different types of orders to include permanent change of station, retirement, separation and temporary duty.

Personal Property Office

The TMO office provides information on personal property entitlements, which are substantial for service members and their dependents.  A member's orders and an authorized destination listed on those orders will be key to determining relocating entitlements.  In most cases, members have the option to get their personal property relocated on their own with possible reimbursement, arrange their move with a transportation service provider via TMO, or a combination of both.

The military does not expect customers to pay out of their pocket to move their personal property under approved orders, but each service member is limited to the amount they are allowed to move in accordance with Joint Travel Regulation weight allowance table. Whether the member chooses to perform a full or partial personally procured move, or a military move, we offer information and guidance to a successful relocation. Additional resources can be found on https://move.mil such as weight estimator and tutorials.

Personal Procured Move (PPM)

A personally procured move (also known as a do-it-yourself move) is when the member decides to personally move their household items instead of using a government provided mover. This is only for CONUS moves. You still need to book this type of move in the system as it will help calculate your estimated incentive payment. Keep in mind if your move costs go above this amount the government is not obligated to reimburse you for those expenses. Click here to find some weight scales close to you.

Partial PPM

You can do both a partial PPM and an HHG move. Typically, this occurs when a member uses their personal vehicle to ship household items as they move from one duty station to the next. This type of move will require full/empty weight tickets of the vehicle. Click here to find some scales close to you.

Household Goods Move

An HHG move is when the government schedules a mover to pack/unpack and ship all of your items.

Defense Personal Property Systems (DPS)

Whether you choose to perform a full PPM, partial PPM or a scheduled move with a commercial moving company, you will need to follow the below steps to arrange the move in Defense Personal Property System (DPS). DPS allows the customer to complete self-counseling on their own time and pace. Follow below steps to creating an account and generating a move request.  Upon completion of self-counseling, the forms are sent electronically to TMO for review.  Contact your TMO office to sign the forms and ask any additional questions.  This last step is critical to scheduling your moves.

DPS process:

-Must have valid orders (PCS, retirement, separation, etc.)

-Go to https://move.mil

- Look for the option “Schedule Your Move” and sign into DPS on a CAC-enabled device

-Create an account or sign in with your CAC

-Fill out questions

-Select Grand Forks AFB as counseling office, submit and wait for a counselor to review your move

-Sign forms for TMO

Unaccompanied Baggage

This is part of the member's weight allowance that is separated from other household goods and is shipped via an expedited mode because it's needed immediately or soon after arrival at the destination, and prior to the arrival of household goods. This typically occurs with an OCONUS move.

Examples: May consist of personal clothing and equipment, essential pots, pans, and light housekeeping items, collapsible items such as cribs, playpens and baby carriages, and other articles required for the care of dependents. If necessary, you can also ship a small amount of professional books, paper and equipment in your unaccompanied baggage shipment.

Not allowed: Furniture and major appliances. (Washing machines, refrigerators, etc.)
